Why We Exist
Homeowners Caucus exists to organize homeowners into a national political force capable of countering the insurance industry's legislative agenda — and to win.
Every year, the insurance industry spends hundreds of millions of dollars lobbying state legislatures. They fund campaigns, draft model legislation, and place their priorities ahead of the homeowners who pay premiums and file claims.
Homeowners have never had an equivalent organization. Until now.
Homeowners Caucus is built on a simple premise: when homeowners organize, they win. We provide the research, the legal analysis, the legislative tracking, and the organizing infrastructure that turns individual frustration into collective power.
The insurance industry has lobbyists. Homeowners have each other. We are here to make that enough.
How We Started
Homeowners Caucus grew out of the Iowa roofer speech case — a federal lawsuit that exposed how far the insurance industry had gone to silence the contractors who help homeowners after storms.
When the Eighth Circuit Court of Appeals found that Iowa had 'regulated speech as speech' and remanded the case for strict scrutiny review, advocates across the country recognized a pattern: the same model legislation was advancing in state after state, written by the same industry groups, funded by the same money.
We launched Homeowners Caucus to connect those dots — to build a national organization that could track this legislation, educate homeowners, and mobilize the political pressure needed to stop it.

Evidence-Based Advocacy
We do not traffic in rumor or outrage. We read the legislation, track the lobbying disclosures, cite the court opinions, and publish our sources. Our credibility is our most important asset.
Nonpartisan
Insurance industry overreach is a bipartisan problem. Homeowners of every political background pay premiums and file claims. We work with anyone who will stand up for homeowner rights — regardless of party.
Transparent
We publish our funding sources, our organizational structure, and our positions. Homeowners deserve to know who is speaking for them and why.
